Post bacterial canker on Euro plum?
Or something else? The pruning shears are ready to go...

Yes it looks like a bacterial disease. Now is a good time to cut because it has been dry for a few days and it will be dry for a few days. Don't prune stone fruit when it 's wet. Diseases enter.
